The Miami-Dade Emergency Sliplining Rehabilitation Project in the City of Hialeah, Florida, demonstrates how trenchless rehabilitation can extend the life of critical water infrastructure. This infrastructure serves approximately 2.8 million residents. The Miami-Dade Water and Sewer Department (MDWASD), the largest water and sewer utility in the southeastern United States, completed the project in 2025. The project used Thompson Pipe Group’s 60-inch FRP liner pipe to rehabilitate a 72-inch raw water main. As a result, it avoided extensive excavation near the treatment plant.
In service since the late 1970s, the 72-inch PCCP main conveys raw water from the Northwest Wellfield to the Preston Water Treatment Plant. As part of its long-term Capital Improvement Program, MDWASD identified a 400-foot segment for permanent rehabilitation. Through close coordination, MDWASD, contractor David Mancini & Sons, Inc. (DMSI), and Thompson Pipe Group (TPG) delivered a sliplining solution under tight operational and physical constraints. The parallel 96-inch raw water main had to stay in service at all times, shutdown of the 72-inch main was limited to a 2–6 hour window, and overhead transmission power lines restricted the use of conventional knife-gate linestops.
TPG’s ownership of historical PCCP records, including original 1978 Interpace pipe laying schedules, enabled precise verification of pipe geometry. Custom short FRP pipe sections allowed crews to maneuver the liner through existing elbows. As a result, the installation required only two access pits. In addition, engineered PCCP-to-FRP transition assemblies seamlessly integrated modern FRP technology with legacy PCCP infrastructure
Ultimately, the project team completed the rehabilitation ahead of schedule.
